Hekmatyar made the remarks during a meeting with the members of the institute of youths for change.
He claimed that Hezb-e-Islami is the only party that has greater influence across the country and the other parties have became a reason for ethnic tensions and differences.
In other parts of his speech, Hekmatyar slammed the militant groups and said the war and violence in the country is being waged by the foreigners and the reins of the war are in their hands.
According to Hekmatyar, the foreigners are only using the militant groups in the country to continue the war and violence in Afghanistan.
He did not specifically name any political party or militant group during his speech.
But this comes as the tensions are on the rise between Hezb-e-Islami and Jamiat-e-Islami parties during the recent months.
Hekmatyar has also slammed the Taliban group on numerous occasions, calling their insurgency against Islam. -KP
